Comment:

 Closed as duplicate of #11325.[[BR]]I'm going to close this as a duplicate
 of #11325 since I really don't think there are two issues here. I don't
 think I agree it should be in the conversation window, but that's a
 different conversation. It almost certainly shouldn't be always-on-top.
