 From http://bugs.debian.org/570482:

According to the changelog for Pidgin 2.6.6, a new feature
introduced in 2.6.6 was that the AIM protocol transport now allows
setting and displaying icons between 1x1 and 100x100 pixels, whereas
previously, only icons between 48x48 and 50x50 were allowed. Since ICQ
uses the same protocol, I would have expected that this same change
could be implemented for the ICQ protocol as well. However, it seems
like the ICQ protocol still restricts to 48x48 to 50x50 icons; if you
try to give it a 100x100 icon for your buddy icon, it will feed it
through a image resizing library before sending a resized image to the
 server.
