 I set a cp-1251 encoding for the icq in pidgin. AFAIK this affect on
 clients (of my buddies) which does not support unicode. And I often can
 see incoming "add buddy" requests with incorrect encoding (i.e. unreadable
 text). remote client (as it seems to me) sends a cp-1251 encoded message
 with a request to add him in my buddy list. and my client (pidgin!) shows
 me this message without reencoding [cp-1251 -> my locale (utf-8)].
