Comment:

 There's no acceptable "default" that won't cause problems for some people.
 If someone writes a (good) patch to allow a comma-separated list of
 encodings to try for each message (which is, IIRC, how IRC currently
 handles the 'Encoding' account option), it would very likely be accepted,
 though.
