Comment:

 I have no idea what Facebook does or doesn't do, nor how they might do it
 if they do support it. Were I forced to guess I would assume that you have
 seen this notification in the web interface and that in fact what you were
 likely seeing was simply an HTTP level error when trying to send the
 message and not actually a delivery failure notification on the other end
 (but I could be wrong).

 If you have seen this error with someone using the Facebook XMPP service
 and can get the XMPP logs of what is being sent there might be something
 we can support there.

 Have you seen this with an XMPP client? Have you seen it in pidgin with
 the Facebook plugin? Or have you only seen this with the Facebook web
 interface?
