Comment:

 Have you actually used this plugin for anything? Or are you just wondering
 why you don't see it on Windows at all? The plugin (assuming it actually
 works because I'm not sure it actually does offhand) depends on external
 tools, I don't know if any of the tools it needs exist for Windows or not
 (but I somewhat doubt it).
