Comment(by datallah):

 You're, of course, right that cygwin isn't required.

 In my case, I have cygwin installed for a variety of different reasons, so
 from a practical perspective, it is the most natural way for me to build
 Pidgin.

 My opinion on this is that cygwin is just as useful as msys for our
 purposes and there isn't a particularly good reason to change the default.
 I also don't think it is very practical for the instructions to be
 something that the primary win32 maintainer (currently me) isn't going to
 use.

 I'm certainly fine with there being a few notes to indicate that it is
 possible to use msys instead of cygwin on the BuildingWinPidgin page if
 you feel inclined to add such a thing.

 I've committed a change the PERL variable definition you mentioned to
 improve the behavior on non-cygwin environments (including cross-
 compiling). Now we look for Perl in the PATH (which either and cygwin
 Perl or ActivePerl installers do by default).

 You're also right that the gcc-full tarball will work, but it ends up
 being quite a bit larger and is full of stuff that we don't need; that's
 why I went with the other route.
