 When I set my ICQ account in Pidgin to use utf-8 I can successfully read
 cyrillic messages that other Pidgin users send. However with utf-8 set my
 messages sent to official ICQ clients on Windows are
 not readable (users report garbage is received). Official ICQ clients
 are only able to receive proper cyrillic (Russian) messages from Pidgin if
 the latter is set to iso8859-1, which is very strange provided that
 iso8859-1 doesn't contain cyrillic characters.
 However, with iso8859-1 set, I can't read messages sent by other Pidgin
 users.

 So I can communicate in Russian with either Pidgin users (using utf-8) or
 with official ICQ users (using iso8859-1), but not both. That's
 frustrating.

 The bug has been present in Pidgin ever since I started using it.
 It is for sure present in 2.6.x and is still present in 2.7.0 to which I
 upgraded just a few hours ago.
