New description:

 The basic idea is that you can have many buddies - and you don't
 necessarily want a notification on each ones logon/logoff. Yet at the same
 time, you don't want to give that up for everyone. I was thinking of a
 group-based, or perhaps even a control for each buddy, to be able to
 enable/disable the logon/logoff notifications. The option in the sounds
 menu would be a global controller if the the notification is available,
 and on by default for each added buddy, but also also possible to be
 individually disabled.
 This would be especially useful for something like IRC, where the amount
 of buddies is able to grow large extremely fast.
