 As version 2.7.0 was released, the "flash window" option from the
 notification plugin does not make the taskbar blink.

 I believe this option was also available until 2.6.6 in the "windows
 specific options plugin" and it was removed.

 Currently that is a regression in 2.7.0, since on new messages the taskbar
 of the buddy that sent the IM, does not blink.
