Comment:

 First you need to apply the [ticket:11842#comment:43 fix to the
 pidgin.dll] so that flashing works.

 Then, if you want multi-user chats to "flash", you need to use the
 "Message Notification Plugin" to do so - the "Flash window when IMs are
 received" preference only applies to IMs (single user conversations).
