New description:

 The information bubble when mousing over a friend's username in the chat
 window of Winpidgin results often in the bubble appearing for a fraction
 of a second before disappearing.  This is not always the case, and
 typically switching from pidgin to another program and back resolves the
 issue temporarily.

 This seems to have appeared with 2.7.0 and I have yet to reproduce the
 problem on a linux build of pidgin.

 Issue occuring on Windows 7 x64, Windows 7 x32

 Have not been able to test this on an XP machine as of yet.
