 The problem is that you have a corrupted
 `C:\Users\awaysailing\AppData\Roaming\.purple\accounts.xml` file.  The
 fact that it happens with every restart could be indicative of some sort
 of filesystem corruption on your hard drive.  You probably should follow
 [http://www.w7forums.com/use-chkdsk-check-disk-t448.html these
 instructions] to scan your disk for errors.

 If you open that file in a text editor, what does it contain (be careful
 where you post it, when all is working correctly, it contains the
 passwords to your IM accounts)?

 Do you, by chance, have AVG antivirus installed?  There was another ticket
 reported where that file was replaced with data related to AVG somehow and
 I'm just curious to see if that may be the case here too.
