Comment:

 The New... and Saved... status dialogs allow you to create complex
 statuses which can have per-account settings (see the expander at the
 bottom of the window).

 If you use a certain set of statuses routinely they should be in the
 middle section of your status selector and you should be able to largely
 ignore the top section. If that's not the case then I see your point but
 I'm not sure there's anything you can do about it short of editing pidgin
 and recompiling (a plugin might be able to do something about this but I'm
 not sure what the best/right method would be).
