 Are they remaining listed as online or are they remaining listed as
 offline? Do they have a subscription status of something other than None
 at that point? Does it matter if the buddies are removed while pidgin is
 connected to the account or while pidgin is not connected to that account?

 pidgin keeps a local copy of the buddy list for local storage purposes and
 inter-account buddy ordering purposes. If the server is not actually
 sending a buddy removal to pidgin and/or the buddy is being removed while
 pidgin is offline so a removal notification is not being sent than pidgin
 will retain the local copy of the buddy until it is manually deleted.
 There isn't anything we can do about this at the moment. There is a
 proposal in the XMPP community to make this situation able to be handled
 better (as a side effect of other benefits but it will work nonetheless)
 but many servers don't support it and pidgin doesn't support it just yet
 either (though some work was started to do so but ran into a design issue
 in pidgin/libpurple).
