 I have configured the message notification plugin to flash, raise, and
 present a chat window in which a message is sent. These options work
 correctly when the chat window is open in the Windows task bar, but
 minimized.

 However I am using the persistent option (available for IRC chats listed
 in the contact list, added using the 'add chat...' option), so that you
 can close the window but remain connected to IRC with all messages being
 recorded as if the chat window was open or minimized. With the persistent
 option enabled and the chat window closed the message notification plugin
 will not raise, flash or present upon either new messages or when someone
 says my username.

 This issue is separate from [http://developer.pidgin.im/ticket/11896
 #11896] since the message notification plugin works correctly when the
 window is minimized or open.

 I am using Windows 7 x64.
