Comment:

 In window management terms "raise" has a specific meaning. It means
 roughly what it sounds like. The window should be "raised" above other
 windows. As the chat window doesn't exist it therefore cannot be raised.
 Similarly there is no taskbar or other icon for the window to flash. One
 could argue that present should do this (though in this case present also
 has a semi-specific meaning). One could also argue that there should be an
 additional option to "un-hide" the window.

 I'm not sure which of those last two opinions I would be more in favor of
 supporting/accepting a patch for.
