 Running Pidgin while Pidgin is already running causes a dialog box to
 appear reading Error: "An instance of Pidgin is already running".

 Operating system is Win7 (x64), the issue occurs the same when run from a
 desktop shortcut or through a 'pinned' task-bar item.

 This is an issue that has been fixed on-and-off over many recent versions.

 In the "fixed" versions, instead of displaying this error message, the
 buddy list is opened. However, in the current version (and past "broken"
 versions), the buddy list is only accessible through the tray icon (if
 it's even enabled!), or by terminating the process and restarting Pidgin.

 Possibly related to #8654 (Buddy List is inaccessible with 'Show system
 tray icon: Never') ?
