#12706: No way to set the tray icon to blink on new chat messages under GNU/Linux

 Under Windows, one is able to use the "'''Notify for: Chat windows'''"
 option along with "'''Method: Flash window'''", under the "'''Message
 Notification'''" plugin, to get a visual alert on all new chat messages.

 Under GNU/Linux, one has the option "Set window manager 'URGENT' hint"
 rather than "Flash window". What "URGENT" does is, it makes the chat
 windows flash in the taskbar. This is sufficient because, if one has a
 chat closed, but set on "Persisted", one doesn't get notified on you
 messages. He gets notified only on new messages with his name, because
 that's the default behavior.
