Comment:

 Check the privacy setting for that account (Tools->Privacy). Make sure it
 is set to whichever of "Block below" or "Allow below" you want and make
 sure the block and allow lists (for both those choices) look like what you
 expect them to.

 Do not try to use "Allow all", "Allow buddy list", or "Deny all". They
 will not work correctly for MSN (they should get changed to something MSN
 can use but it is easier to not even try).
