 Sometimes ICQ Messages with < > are blank.
 Since 2.7.1. When someone writes < > in ICQ it will arrive as blanks. It
 seems to depend on the sending Messenger as it seems.

 The debug file entry:

 (00:16:42) oscar: Empty encoding, assuming UTF-8[[BR]]

 The Messenger my chat-partner was using for ICQ was Adium.
