 It is as stated above.

 To give you a good example of what I mean:
 [http://developer.pidgin.im/ticket/12768] This problem has no fix yet.
 There is no way possible for me to get this working. It is nice and all to
 see that the cause has been found and the milestone is version 2.7.5, but
 that really doesn't make it working for me, does it?

 I work at a service desk and we don't go closing people's requests before
 we have actually solved the problem. In this case there is no solution
 yet, no fix, therefor its status should not be 'fixed'.

 I suggest 'solution pending' or something like that.
