 The issue ''is'' fixed when the ticket is closed as fixed and the source
 of that fix is available when the ticket is closed.  Although we don't
 support any user who does so, it is possible to retrieve the development
 version of the source code and build the fix.  It is also possible using
 the viewmtn link provided in the ticket closure comment to obtain the
 specific diff that fixed the issue and apply it to a released version and
 rebuild.

 This is the way we run our trac and we're not inclined to change it.
