New description:

 I just installed the latest version of Pidgin on my machine, which is
 running Windows 7 64-bit.

 I immediately noticed upon trying to add my MSN account that I was unable
 to create the @ symbol (which is ctrl + alt + 2 on my keyboard). Further
 experimentation revealed that none of my ctrl+alt+key characters work.

 This led me to discover that Pidgin uses the standard US keyboard layout,
 which I do not want to use. Is there a way to change this?
