New description:

 I have the same buddy (who is using Pidgin 2.7.1 Windows.  I am using
 2.7.3 on Linux and 2.7.4 on FreeBSD and Windows) in ICQ and XMPP networks.

 Assume the buddy is already online when I launch Pidgin.

 After I've logged in, ICQ displays "Idle 44 min", XMPP for the same buddy
 displays "Idle 5 min", both start counting from these respective values.
 However, as soon as I click the person's XMPP buddy line and use "Get
 Info" from the right-mouse-click context menu, the idle time for the XMPP
 buddy is updated to these 44 min and displayed properly from that point in
 time onwards.

 This issue isn't new though, and happens on FreeBSD, Linux, and Windows,
 irrespective of word width (32 and 64 bit).

 I'm assigning this to the XMPP component for now. Please reset if that's
 wrong.
