 According to an article on howtogeek, if you make the file read-only, and
 hidden, it won't re-appear.
 I know the ticket is closed, but this does seem a place where this
 information would be useful. (It's the first google result for ".recently-
 used.xbel" as well)

 I have no way of testing this, since I don't have access to any computer
 running any version of windows, but I'd trust it works.
