Comment:

 The problem is that you are not able to make an outbound connection to the
 necessary server from your network.

 Perhaps you need to us some sort of proxy at on that network, or perhaps
 it simply isn't possible - you should talk to whoever maintains the
 network on which you're experiencing problems.
