 Some users will want logging on by default, but some users concerned with
 privacy may not want to have all conversations logged. So they will toggle
 it on/off. Some users may do this frequently.
 The user concerned with privacy may well want plausible deniability that
 the conversation took place at all. Having a record of having turned logs
 off/on suggests a conversation took place that was not being logged, which
 defeats the purpose of privacy to some extent.
