 Ok the problem with ICQ is there is a "show presence on web" option.  It
 is not a setting in pidgin, but it is a setting on the ICQ servers.  And
 it defaults to ON.  What you need to do is log in using the icq website
 web ICQ version (http://www.icq.com/download/webicq/en).  Then under
 settings/privacy turn this off (uncheck the box).  Then log out of the web
 client, and back your problem should be fixed.  I agree it should be in
 Pidgin but it is lacking.  And odd I thought it had it previously.  I must
 be mistaken.  Anyway this "web" option shows if you are online no matter
 your setting in the client (Pidgin or ICQ's own client).  It has always
 been this way, and I remember back in 98 when I first got account we were
 warned to turn that off to prevent spam.  To be honest it is funny that
 ICQ doesn't remove such a abused feature.  I don't know of anyone that
 leaves it on for this reason.
