 The "Present" notification method should unminimize windows when the
 environment supports/is configured for that.

 The user in #12867 seems to indicate that present may be working correctly
 for minimized windows in Windows 7 (though it is slightly unclear). If in
 fact that isn't working then this ticket is close enough to a duplicate of
 that ticket that I think they could likely be merged.
