 No. Neither Chrome (as of ver. 8.0.555.0) nor Firefox (as of ver. 3.6.13)
 in 32-bits, on Windows, use Alt+Number  for changing tabs. Only
 Ctrl+Number changes tabs within these applications, and I don't believe
 these hotkeys are user-configurable.
 This has been true for me on Windows XP, Windows XP 64-bit, and Windows 7
 64-bit.
 Pidgin is the only app that I regularly use that does not use Ctrl+Number
 for tab-switching, and I can't be the only one...
