Comment:

 So I don't know why this happens yet (and other people are in better
 positions to be able to tell quickly) but the problem is that the
 Windows->Linux transfer does not succeed in using any of the direct or
 proxied transfer methods and falls back to using In-Band Bytestreams (IBB)
 which is a very slow transfer mechanism while the Linux->Windows transfer
 succeeds in using a direct transfer mechanism.

 This is likely related to a firewall or similar configuration on the
 network or the hosts themselves, but I don't know the mechanics here well
 enough to be certain offhand.
