Comment:

 On XMPP buzzing is a client-side feature so the issues actually is that
 the specific user in question does not support or allow it. The server in
 question doesn't matter.

 The XMPP plugin which is generating that error message. It can also
 generate two other buzz-related error messages ", because there is nothing
 known about <buddy>" and ", because <name> might be offline".
