 I'm having the same problem as the OP.
 Windows 7 Pro - 6.1 (Build 7600)

 Pidgin is set to keep the IM and chat tabbed on the left side.  I have the
 notification plugin set to notify for IM and Chat, then raise and present
 conv. window.  When I receive an IM regardless of where my chat window is
 it will flash blue / bold in the tabbed IM or chat and the tray icon will
 turn orange as expected.  The chat window however does not get brought to
 the front of the screen and the tabbed chat doesn't become active so I can
 see what was typed.  In short when I check the options for raise and
 present it has no different effect than leaving it disabled.
