 It doesn't actually specify, but I guess if something is not config nor
 cache, it should inevitably be considered "data files".

 blist.xml is really a mixture of cache and config.  Maybe it should be
 split up into two files: one for server-provided data (nicknames, etc),
 one for locally user-configured data.  The former is expendable, the
 latter is not.
