 The reporter of #14301 implies that the !BuddiesWhoAlwaysAppearOffline are
 the same buddies who couldn't be added because the FQY request for the
 buddy returned "network unknown" (the thing I fixed/worked around in
 [bc63343ea80150622360ff3bdbf293a8d12eb670]).
