#14296: Add information about Network Manager to the "waiting for network

As the Debian maintainer of the pidgin package, I get a lot of reports
(despite an open bug report in the bug tracking system) about "waiting for
network connection," which usually indicates that Network Manager is
running but not managing the active network interface. The answer from the
Pidgin developers is that their Network Manager is misconfigured. It seems
like a strange assumption that just because NM is installed and running,
users should have it manage all of their interfaces, but that's neither
 here nor there.

But anyway, the user should at least get some sort of indication that NM
is the culprit, preferably in the "waiting for network connection"
message, but an entry in the FAQ would help too.
