 Ah hah!  Another actual data point to work with!

 A few questions:

  1. Does this happen only when the irc-helper plugin is loaded (I suspect
 so)?
  2. What is the specific topic which causes this problem?

 I suspect there are two things going on here; one, we have disagreement
 between the blist.xml writing and reading on how to encode non-ASCII
 characters (or even if they have to be encoded), and two, a third-party
 plugin which is writing non-UTF-8 data to the blist somehow.
