 I think the local parameter is used when a prpl tells the core "this buddy
 is blocked," at sign on, or if the user blocks a buddy while logged in at
 another location.  So it seems like we need the local flag.

 I don't understand what the restore flag does.  It looks like it wipes out
 your privacy lists if restore is FALSE... that seems like a bad thing.
 Seems like we should get rid of it and assume it's TRUE (in other words:
 remove the code that clear your privacy lists in those cases)
