 When clicking an irc:// URL and there is no appropriate account for that
 network, Pidgin should suggest the user to set up an account for that IRC
 server.

 Because the user might in fact be connected to the right IRC server but
 under a different host name (e.g. the user has to access IRC through port
 forwarding due to a misconfigured firewall so that localhost:12345 is
 irc.freenode.net), there should also be an option to direct Pidgin to an
 existing or new account with a different host name.

 The use case with IRC urls and accounts that are already configured in
 Pidgin has already been solved as part of #3521.
