#13599: Pidgin looks for *dll not *.dll plugins in Windows

 I've just noticed that Pidgin is scanning the plugins folder for "*dll"
 instead of "*.dll", meaning that you can't disable a plugin by calling it
 something like "fred.~dll".

 I've attached a screenshot of it still finding a plugin after it's been
 renamed (this is after renaming the file then restarting Pidgin to force
 it to rescan the Plugins directory).
