New description:

The only firewall is the windows firewall and it has been disabled even
during installation of bonjour and pidgin.

Nothing changes when it is enabled or disabled. Bonjour still doesnt seem
to work properly on these 2 pc's.

Other computers running pidgin can see the 2 pc's but when a message is
sent to them no error occurs and nothing pops up on the receiving end as
far as a message or failed attempt for a message delivery.

I feel like it may be a conflict with the network adapter? The on board
NIC does the same thing as a PCI NIC. but If i install at WIFI via USB
 dongle Pidgin works flawlessly.
