 I just noticed this in Pidgin 2.7.3 on Debian Squeeze. Strangely enough,
 it seems to be confined to one buddy group (AIM protocol). The behavior
 seems to want to cycle down through a subset of the contacts in the list.
 Opening IM windows for these contacts seems to change the order as well.

 Also, after I opened IM windows for all these contacts that are cycling, I
 then closed each IM window, and even this seems to change the order of the
 buddy list.
