 A plugin could do this.

 While I would normally say that this is something that the window
 manager/desktop environment should be handling for us I'm fairly sure that
 actually isn't the case here. So it may actually make sense for pidgin to
 get this sort of feature.

 On the other hand, a plugin could likely also be written to hide the buddy
 list window while quitting so that pidgin always saves as if it was hidden
 which might be the simplest/best option.
