 I thought I had commented on this a while ago, but I guess not.

 The situation is that the coloring of tooltips is handled by GTK+ not by
 Pidgin itself.

 I don't believe that it is possible to override the behavior via the
 `.gtkrc` file when using the MS-Windows GTK+ theme.
