 When NetworkManager is active on the system but does not manage any
 connection, Pidgin doesn't try to connect to remote IM servers and stay on
 "Waiting for network connection".

 For someone using NetworkManager for Mobile Broadband connection only, it
 is perfectly normal to have NM active all the time but not managing any
 active connection most of the time.

 For this reason, I consider broken to rely only on NM to decide not to try
 to connect at Pidgin start-up.

 NetworkManager effectively does not manage any active connection, because
 the user does not use NetworkManager for Ethernet nor Wifi connection, but
 a network connection exist, out of the control of NetworkManager.

 I suggest to always try to connect at Pidgin start-up and only fallback to
 current behaviour if this first attempt fail.
