 I mean "them", not "us". Gadu-Gadu servers store plaintext passwords in
 their database. Probably their password column is "varchar(15)", so it
 limits password length.

 I think, that the main reason for this, is Gadu-Gadu protocol. During
 logging in, password is sent this way: sha(password + seed).
