 I have the same (windows only maximise to portion of screen) problem with
 Win XP / libpurple 2.10 / gtk+ 2.16.6, but mine occurs after the laptop
 has been in screen saver for some time.

 This workaround works for my set-up:

  1. maximise a different app window on the monitor with the gap, showing
 the gap of 'unusable' screen
  2. show buddy list
  3. drag buddy list window to the 'unusable' gap on the right hand side of
 the second monitor but don't drop it
  4. at this point, the other app should try to maximise to the full screen
  5. drop the buddy window.  It may disappear.
  6. screen should be fully usable again

 Don't know if this also applies to Windows 7, so results are not
 guaranteed :)
