 Yes, I did indeed use this plugin. The source code of it points that the
 bug resides there, so this is not a issue with the main IRC component. I
 probably should have noticed given the fact that the main component
 doesn't seem to address the issue of parting messages at all, a fact I
 didn't notice when I looked over it.
