 Started happening today for me too. Two popups every time ICQ connects. I
 don't know if it helps, but it started immediately after Pidgin had
 trouble connecting to ICQ. The error message was something about being
 unable to connect to api.login.icq.net.
 Pidgin version 2.10.6, Windows 7 64bit.

 The fixes in this ticket probably worked when the error happened for a
 different reason, because they don't work anymore.
